About 15 February, Elizaboth,in the DCI's office, said she had received a call from Mr. James Mackey who is writing a graduate thesis on some aspect of intelligence and wished some assistance. I called Mr. Mackey and advised that Mr. Helms' office had turned the matter over to me and he sent me the attached correspondence on 18 February. Z. On 7 March, I spoke to Mr. Mackey, apologizing for the delay in getting back to him. I said that there was really nothing we could tell him on the subject, because of the high classification attendant on matters of this kind. 3. I suggested that Mr. Mackey write to William R. Harris at Harvard Canter for International Affairs, without mentioning our name, as Mr. Harris was producing a bibliography on intelligence with sectio~as on electronic intelligence and on disarmament and inspection intelligence. These sections of the Harvard bibliography contain a good number of titles not on Mr. Mackey's bibliography. I also pointed out to him, in connection with his syllabus, that while there might be new and esoteric means for intelligence collection, this in no way reduced classical need for careful evaluation and analysis and estimating of the material collected.
