In a series of calls during the afternoon Mr. Frank Hand, OSD Liaison, advised that various individuals had expressed some concern over the amount of sensitive material contained in the 23 June Senate Foreign Relations transcript of the Laird/DCI testimony. a. Bill Baroody and Tom Brooke are concerned that additional copies of the transcript had been made this morning by the reporting firm at the request of the Com- mittee and that "the esoteric material contained in the transcript" had been handled by the Ward and Paul reporter and transcribers. b. Frank was given the following pages which appeared to contain information derived from code word material which by Pentagon procedures is to be deleted from the transcript before the transcript could go to the DoD Security Review Board to be sanitized for ublication: c. who apparently is responsible for correcting the classified transcript for the Secretary as well as for overall supervision of the sanitized version for return to the Committee, normally retains a copy of the corrected classified transcript for the "Secretary's file, " but questions whether this would be permitted where control of the transcript is being maintained by the Agency for the Committee. Frank as#1ed that the foregoing be relayed as soon as possible by us to Bruce Clarke or Carl Duckett with the request that a call be made as soon as possible to Bill Baroody "to extinguish these security sparks before they can grow into a good Secretary office fire." 3. The foregoing was relayed to Bruce Clarke who advised that although he was not quite certain what it was the Pentagon expected of us he would call Bill Baroody as soon as possible. Mr. Clarke advised later that he had made an appointment with Mr. Baroody for 2:00 tomorrow afternoon to review the material with him and had suggested to Frank Hand that he put a damper on the problem until then.
