With Harry Rowen's concurrence, I will participate on Monday, 13 June in a State Department meeting with The New York Times Editorial Board in their New York office concerning their treatment of the Yellow Rain issue. This is a Larry Eagleburger initiative. The small group will be headed by Eagleburger's deputy, Ambassador Gerald Helman. It will include three other knowledgeable and low-key interlocutors. I have been asked to join them as the only intelligence person in the group. 2. The notion is to present a factual, dispassionate, reasoned exposition of the varied kinds of evidence in the hope of getting them to recognize that the problem is not one of manipulating esoteric scientific hypotheses, but to see the issue in its full context. I do not give the venture a high probability of success, but it may be worth trying. We will be received by Max Frankel (editorial page editor), Jack Rosenthal (his deputy), and the two other editorial writers most directly concerned. I will report to you any outcome worth noting.
