UNITED STATES GOVERNMENT I TO : Chief/PPS DATE: 19 March 1958 FROM : Chief/LAS SUBJECT: Killian Report REF : Your telephone request of 17 March 1958 Since the last report, dated 20 September 1957, 1. The third fifteen-week trimester of the out-of-hours Voluntary Language Training Program began on 7 January with 355 enrollees organized in 48 classes studying 13 languages before and after duty hours. (Total individual class enrollments for the three trimesters have been 794 and the total number of classes, 102. So far enrollments in each trimester have exceeded enrollments of the previous trimester by about 40%. The program is expected to settle down with the fall trimester, 1958.) So far, it has been possible to provide all instruction by Agency employees teaching outside of regular work hours. Since the beginning in June 1957, only one person has been employed for regular duty with the program, the Coordinator. Since June 1957 an estimated twenty persons have attained the lowest recognized level of useable proficiency. 2. The School has continued to broaden its scope and offerings in both the more unusual languages and the esoteric languages not taught in any other government school. In the latter category, courses in Uzbek and Swahili have been initiated. Also, the School's first full-time course in Czech will begin next month. 3. At present, special concern is devoted to development of a sub- stantial program in scientific Russian in response to the accelerated in- terest in science and technology. It is intended that this program will meet Agency interests and serve other scientific personnel throughout the government. 4. The School, aided by senior area specialists from throughout the Agency, has thoroughly reevaluated its area program and is gradually intro- ducing modifications and additions that will further distinguish it as a unique program for the entire intelligence connunity. 5. The School's country training site for "living language" training has been increasingly used with significant language and psychological as- sets not possible in the conventional classroom situation. Significantly, this exercise greatly diminishes psychological barriers'that otheruuii~:s~ many people never fully surmount. Document No. - NO GKANGE In C2as . The School stimulated creation of an inter-agency round-table of language training directors from State, NSA, USIA, Navy and Air Force in order to increase cooperation, coordination, and informal exchange of useful information.
