My intitial reaction to your new version is that I like it - for several reasons: - where the original version swings from the very basic (missions of INR for example) to the esoteric (ELINT futures, etc) and is therefore uneven, yours aims directly at the President and the Congress and doesnt waste time on material they already know, ergo more readable. - yours is much shorter & more cohesive - ease of dedlassification of yours is such that virtually what you send the Congress can also be released to the public. 2. BUT - I would recommend you attach a classified appendix taking the following items from the original version. Reason: they are selling/educating pieces which do a good job of explaining some difficult issues which the Pres- ident and the Congress will have to face in the coming year. The better they understand them, the greater chance of your getting favorable decisions.
