Stefan Director, Office of Soviet and Eastern European Exchanges Department of State ATTN : Mr. Raymond Pardon SUBJECT : Special Physics under the Joint US-USSR Agreement on Cooperation in the Fields of Science and Technology 1. The establishment of a Joint US-USSR Institute of Theoretical Physics to work on outstanding physics problems would be unquestionably potentially useful and constructive. However, it is conceivable that -information of strategic value could be gained by the Soviets as a re- sult. Some of the calculations on such esoteric topics as rotating black holes have some similarity to the hydrodynamic, radiation flow, and rotation effects calculations associated with nuclear weapons de- sign. Computational techniques in these areas could prove useful to the Soviets in their nuclear weapons program. As long as participating US scientists are sensitive to this fact, however, and avoid providing this type of information, there should be no serious problem in estab- lishing the joint institute. 2. Should the joint institute'be established, we would urge strongly that the US participants insist that they be allowed to travel and consult with various scientists in the USSR to the same extent that the Soviet participants are permitted to do so in the US. 3. We will be quite interested to see the Soviet proposals in this field or the Soviet reaction to these US proposals. LOUIS P.
