Carver, Jr. Special Assistant for Vietnamese Affairs SUBJECT : Leak Identification REFERENCE : Your Memorandum, dated 11 January 1972; same Subject 1. Your interest in the problem of tracing unauthorized disclosures and leaks of Agency material is appreciated. Tracking down such leaks is indeed an almost impossible chore but if we can count on a spirit of cooperation among all employees similar to that demonstrated by your suggestion, perhaps we will be in a position to stem the flow. 2. Your suggestion about numbering each authorized Agency copy of any document, be it at the TOP SECRET, CODEWORD or CONFIDENTIAL level, is one that is again being given active con- sideration within the Agency. Copies of the Agency's more esoteric publications as the PDB and the CODEWORD version of the CIB are individually numbered and a system similar to your proposal is used for distribution control. 3. Unfortunately, to date we have not been able to win favorable consideration for the introduction of a like system to control dissemination of documents at the lower end of the sensitivity spectrum. 4.
