Armando Ferrer Castro is associated with the Cuban dissident movement, a political effort aimed at achieving a democratic transition within Cuba. This movement, distinct from earlier anti-Castro efforts, emerged with the founding of the Cuban Committee for Human Rights in 1976 and gained momentum in the 1990s. It encompasses a range of political viewpoints, from free-market conservatives to social democrats and democratic socialists, all generally agreeing on the necessity of expanded democratic rights and some level of free enterprise. However, scholars note that the movement faces significant challenges, including low public recognition and repression from state security forces, which often infiltrates and discredits dissident groups. Following the 1959 Cuban Revolution, promised elections were delayed and later outright condemned by Fidel Castro. In 1963, universal military conscription was implemented for males aged 16-44. During the 1960s, homosexuals and other groups deemed 'deviant' were excluded from standard military service and instead forced into 'Military Units to Aid Production' work camps, where they underwent political 'reeducation' and faced abuse from commanders.

The Cuban government, described as Marxist-Leninist, actively suppresses political dissent through various mechanisms. The Communist Party's Department of Revolutionary Orientation manages propaganda strategies. Laws impose penalties for insulting authorities, public officials, or national institutions, with harsher consequences for disrespecting top state figures. Public defamation of the Republic's institutions, organizations, or national heroes can result in prison sentences. Publishing requires prior authorization, and 'social dangerousness'—defined as violations of socialist morality—can lead to pre-criminal or therapeutic measures. The Interior Ministry monitors the population for dissent, and internal control mechanisms like the Singular Systems of Vigilance and Protection and Rapid Action Brigades were established in 1991. Academic and labor files track citizens' loyalty to the regime, impacting advancement.

The modern Cuban opposition movement, focused on human rights, began with the establishment of the Cuban Commission for Human Rights in 1976. By 1987, the Cuban Commission for Human Rights and National Reconciliation sought broader political change, including a plebiscite. In 1997, scholars known as the 'gang of four' published 'The Homeland Belongs To Us All,' advocating for free speech and plural elections, leading to their arrest and imprisonment. The 'Black Spring' of 2003 saw 75 dissidents, including journalists, imprisoned; Amnesty International recognized them as prisoners of conscience. International pressure, including negotiations involving the Catholic Church and the Spanish government, led to the release of most of these prisoners, with some exiled. Despite immense courage, dissidents face state repression, infiltration, and a heavily controlled media environment, limiting their ability to organize and pose a significant threat to the regime.
