Leopold II reigned as King of the Belgians from 1865 to 1909, becoming the longest-reigning monarch in Belgian history. He is notably recognized as the founder and sole proprietor of the Congo Free State, a private colonial venture established through the acquisition of territory in the Congo basin. Leopold utilized explorer Henry Morton Stanley to secure his claim over the region, which was subsequently sanctioned by European colonial powers at the Berlin Conference. He never personally visited the Congo but administered it through a mercenary force, the Force Publique, to extract personal wealth.

Initially, ivory was a primary source of revenue, but the regime later shifted to forced labor for rubber harvesting and processing, especially after rubber prices surged in the 1890s. Leopold's rule in the Congo was marked by extreme brutality and atrocities, including forced labor, torture, murder, and the systematic mutilation of individuals who failed to meet rubber quotas. These actions led to widespread condemnation and estimates of millions of deaths among the Congolese population due to violence, disease, and famine. George Washington Williams notably described these practices as "crimes against humanity" in 1890.

Founding and Exploitation of the Congo Free State

Leopold II established the Congo Free State as his personal domain, an endeavor authorized by European nations at the Berlin Conference of 1884–1885. He employed Henry Morton Stanley to help him assert control over the vast territory. Though Leopold never set foot in the Congo, he governed it remotely, employing the Force Publique to enforce his will and extract resources for his personal enrichment. The initial focus was on ivory extraction, but this shifted dramatically in the 1890s with the booming global demand for rubber. The Indigenous population was subjected to brutal forced labor to harvest and process this valuable commodity.

Brutality and Human Rights Abuses

The administration of the Congo Free State under Leopold II was characterized by systematic violence and horrific abuses. Forced labor was a cornerstone of the regime, accompanied by widespread torture, murder, and kidnapping. A particularly grim practice involved the amputation of hands and sometimes feet from men, women, and children who did not meet their rubber quotas. These atrocities led to immense suffering and a significant decline in the Congolese population, with estimates ranging from 1 million to 15 million deaths attributed to the regime's violence, disease, and starvation. The scale of these human rights violations drew international condemnation.

Belgian Reign and Personal Life

Leopold II's 44-year reign as King of the Belgians was the longest in the country's history. Domestically, his rule saw significant political and social changes, including the introduction of universal male suffrage and reforms concerning labor laws, child labor, and worker compensation. However, his reluctance to use the Dutch language in public alienated parts of the Flemish population. In his personal life, Leopold's marriage to Marie Henriette of Austria was unhappy, producing four children, one son who died in childhood. He was known to have numerous mistresses, including Caroline Lacroix, a much younger woman who bore him two sons and received considerable wealth and titles from him, a fact that further diminished his public standing in Belgium.
