R. G. H. Siu

Ralph Gun Hoy Siu (1917–1998) was an American scholar, civil servant, and author with a background in chemistry and plant physiology. He earned a Ph.D. in bio-organic chemistry from Caltech and had a distinguished career in military research and development, including work on jungle equipment and food irradiation. Siu also served in government roles, including a directorship at the National Institute of Justice. His writings spanned management and philosophy, notably exploring the intersection of Eastern and Western thought.

Beyond his scientific and governmental work, Siu dedicated significant effort to the study of human suffering. He published articles on this topic and, in 1991, co-founded the International Society for Panetics. This organization focused on understanding and reducing suffering inflicted by various societal structures. Siu's collected writings were later archived, reflecting his multifaceted contributions to science, management, and ethical inquiry.

Born in Honolulu, Ralph Siu pursued higher education with a strong scientific foundation. He earned bachelor's and master's degrees from the University of Hawaiʻi in chemistry and plant physiology, respectively. His academic journey culminated in a Ph.D. in bio-organic chemistry from the California Institute of Technology. Following his doctoral studies, Siu joined the Quartermaster Corps, where he led research initiatives focused on developing advanced materials and equipment for challenging environments, such as jungle warfare. His leadership extended to pioneering work in food irradiation, a critical component of President Eisenhower's 'Atoms for Peace' program. Throughout his career, Siu received recognition for his civil service, including the National Career Civil Service Award in 1961.

Siu transitioned into roles within the U.S. Army Materiel Command, serving as Scientific Director and later Deputy Director. His career also involved a significant period in public service, including a nomination to lead the National Institute of Law Enforcement and Criminal Justice. Beyond his technical and administrative achievements, Siu became known for his writings that bridged scientific inquiry with philosophical and spiritual perspectives. His books, such as 'The Tao of Science' and 'The Craft of Power,' explored themes of Western knowledge and Eastern wisdom, as well as the dynamics of power and management. These works positioned him as a thinker interested in unifying diverse intellectual traditions.

A significant intellectual contribution from Ralph Siu was his development of the field he termed 'Panetics.' This discipline, introduced in his 1988 article 'Panetics—The Study of the Infliction of Suffering,' aimed to systematically analyze and propose methods for reducing human suffering caused by individuals, institutions, and societal structures. In 1991, Siu co-founded the International Society for Panetics with a group of international scholars and professionals. The society dedicated itself to this cause, publishing a journal and sponsoring lectures. His later works, including the 'Panetics Trilogy,' delved deeply into the theoretical and practical aspects of alleviating suffering, reflecting a lifelong commitment to this humanitarian endeavor.
