Shah's education was interrupted in 1930 when he was arrested for his participation in the Civil Disobedience Movement and served a jail sentence.

Shah authored over twenty collections of poetry and songs, focusing on themes of natural beauty and the lives of ordinary people, particularly fisherfolk. His poetry, influenced by Rabindranath Tagore, often employed Sanskrit metrical patterns. He is considered a leading poet of the post-Gandhi period in Gujarati literature. His critical acclaim is evidenced by numerous awards, including the Jnanpith Award in 2001, for his emotional depth and innovative expression. The judges noted a mystical tone in his work, connecting him to medieval masters like Narsinh Mehta and Kabir.

Publishing and Translation
