Born in London, Low lived in various countries including England, South Africa, Canada, and the United States, eventually settling in Montreal in 1979. He held a BA in Philosophy and Psychology and received an honorary Doctor of Laws from Queen's University in 2003 for his academic and community contributions.

Low's spiritual journey began with an interest in Zen Buddhism in 1955. His formal practice deepened significantly when he met Zen Master Haku'un Yasutani and later studied for two decades with Philip Kapleau. He served at the Rochester Zen Center and, from 1979, led the Montreal Zen Center as its rōshi, guiding over two hundred students in spiritual and psychological matters.
